Rules and Regulations
The Board of Governors has put the following change to the guest policy into effect for 2009. Please familiarize your family with this change.
· A member family is limited to 2 families per day as guests of the member unless the pool administrator has granted prior permission.
· A guest may not attend the facility more than two days per calendar month regardless of the number of members who may invite the guest. An exception to this rule will be granted for guests living outside of a 15-mile radius of the Club.
Membership Procedures
1. Each member family is required to pay an annual membership fee of $450. Checks are made payable to Summer Hill Club, Inc. and mailed to P.O. Box 13, Phoenix, Maryland 21131. A fee of $50 will be charged on all returned checks and late payments received after March 1 each year.
2. A member family is defined as all persons of the same immediate family, including all persons financially dependent on the holder of the membership under the age of 21 and persons permanently residing in the same household unit (excluding boarders and domestics). All others must be accompanied by a member and pay the daily guest fee when visiting the pool.
- New member applications can be obtained from our website www.summerhillpool.com and should be sent to P.O. Box 13, Phoenix, MD 21131 with $50 application processing fee. If an individual does not elect to join when a membership spot becomes available, their name will be removed from the wait list and their deposit will be forfeited. They may elect to re-apply by submitting a new application fee. Once a spot becomes available an invitation to join the club will be sent to the next name on the waiting list. New members must pay a non-refundable initiation fee of $450.00 plus the $450.00 annual membership fee within 7 days of receiving an invitation to join the club. Families on the waitlist living in the Summer Hill Community will be given preference.
- Families who formerly belonged to the pool as members in good standing and completely satisfied their initiation fee will not be required to pay an additional fee to reactivate membership. An annual membership fee of $450 and proof of former payment of the initiation fee will be required prior to re-admittance to the facilities as a member. Re-admittance can only be satisfied as space becomes available.
- Full-time baby-sitters, who are at least 13 years old, and are not pool members, will be allowed admittance to the pool facilities as a baby-sitter for a pool member at no additional charge as long as they are registered with your membership. A full time baby-sitter is a person who sits for a member family on a weekly basis. Verification of baby-sitter status will be required in writing and must be submitted to the membership PO Box 13, Phoenix, MD 21131. Only one babysitter is permitted per member family. Any verification submitted after the pool opening will require a processing time of up to seven days before the sitter may be admitted without additional charge. Baby-sitters who do not qualify under the above guidelines will be required to pay guest fees.
Hours
1. The club will open on the Saturday before Memorial Day and be open through Labor Day, weather permitting.
2. The pool hours will be 11:00 AM to 8:00 PM. There will be some variations in the hours when school is in session. This will be outlined on the website.
3. The pool will be cleared 10 minutes prior to closing everyday. The rest rooms will be locked at closing. Everyone must vacate the pool area at closing.
Gate Procedure
1. All members must sign in and register their guest at the gate. An ID number has been assigned to each member family and you will be required to sign in using your ID number, name, and the number of members entering, as well as register and pay for your guests. In addition, the gate guard will confirm your access via your member photos on file. Your ID number will be available with your directory and will remain the same for subsequent years. No member will be permitted to use the pool without a picture on file.
Guest Privileges
1. The entrance fee for guests (children or adults) of members shall be $5.00 per person to a maximum of $20.00 per guest family. This does not apply to private parties.
2. A member family is limited to 2 families per day as guests of the member unless the pool administrator has granted prior permission.

4. Fees shall be paid to the gate lifeguard during the sign-in process.
5. Guests must be accompanied at all times by the club member who registered them at the gate.
6. Members are responsible for the conduct and actions of their guests.
7. Members who violate the above listed “Guest Privilege” rules will be suspended from the club. It is the members’ obligation to assure that guest fees are promptly paid upon arrival.
8. June is a very crowded month at the pool. It is advisable to bring your guests in July and August, if at all possible.
General Rules
- To gain admittance, each member must sign-in. Adult members are required to familiarize their children and guests with all Rules and Regulations of the pool.
- Use of the pool or entering the Club area outside the hours specified is strictly forbidden. Lifeguards must be present before anyone enters the pool and play areas. Violators will be prosecuted.
- Adults are responsible for the safety of their children in all areas of the main pool and baby pool. In no case will a child under the age of 13 be admitted without a parent, or baby-sitter who is at least 13 years old.
- All children under the age of 15 will be required to pass the swim test in order to swim in the diving area of the pool
- Parent/Guardian must closely watch children at all times. Parent/Guardian must accompany a non-swimmer in the water at all times.
- Children should not trespass on neighboring properties going to and from pool. Parents are responsible for enforcement of this rule.
- All bicycling, skateboarding, rollerblading, ball playing or any other sport games or recreational activities are prohibited in the parking lot and driveway. Recreational activities provided by the pool will only be allowed in designated areas.
- No animals will be permitted in the pool area.
- Tables and lounge chairs may not be reserved in advance. Preference for chairs will be given to adults.
- In the event of a power outage, rest rooms may not be used. If the power outage continues for more than one hour the pool will be closed until power resumes.
- For the purpose of supporting non-swimmers, inner tubes, water wings, and all other flotation devices are not permitted at any time. For safety purposes, only a life vest approved by the United States Coast Guard may be used. If a child uses such a life vest, a parent or guardian must accompany the child in the water at all times.
- Alcohol may be consumed on Club property after 4PM on weekdays and after 2PM on weekends and holidays subject to the following guidelines: Members are responsible for conduct of their guest; no glass or glass containers; no minors (under 21 years of age) are permitted to consume or possess alcoholic beverages at any time; all alcoholic beverages must be placed into a plastic cup and may not be consumed directly from the container; all empty containers should be disposed of properly in a trash receptacle or removed from the property.
- As a family pool with a large number of teens and young children present, it is essential that all members act appropriately and adhere to the guidelines that have been established. We all must remember that we are setting an example for our children as well as the children of others. Let’s all make sure that this example is a positive one. As mentioned above, any inappropriate behavior will be addressed without tolerance.
- The directors, officers and the Summer Hill Club, Inc. are not responsible for the loss of valuables or damage to automobiles on the premises.
- Violations of rules and regulations and instructions of staff may cause expulsion from the premises. The Club Manager, or his representatives, has final authority to enforce these rules and eject violators.
- Misrepresentation of membership is cause for expulsion or forfeiture of membership.
- The Board of Directors and/or Club Manager has the right to refuse admittance of any member or guest for just cause.
Swimming Pool Rules
- Children of any age who are not potty trained are not permitted in the main pool.
- No food or drinks will be allowed on the concrete edges of the main and baby pools. Chewing gum is prohibited on all club property.
- No glass containers are permitted on club property.
- No squirting toys of any type will be permitted.
- Showers are available and members are encouraged to shower prior to entering the pool.
- No person with a rash or skin abrasion evident on his/her body shall be permitted to use the pool facilities without a doctor’s certificate.
- Use of profane language, spitting, or nose blowing within the pool area is prohibited.
- There shall be no dunking or roughhousing in the pool. Non-swimmers are not permitted in the deep/diving end. Swimmers are not allowed in the baby pool.
- No air mattresses or large tubes in pool. Flotation devices that are approved by the US Coast Guard are allowed only on children who cannot swim.
- Masks are not permitted on non-swimmers.
- Only swim diapers covered by rubber pants or swim diapers may be used in the baby pool.
- Children who have passed the deep end test are permitted to use noodles in the main pool.
- All children 12 and younger must pass the deep end test before they are permitted to swim in the diving well.
Playground
1. An adult must supervise children at all times while on the playground.
2. No throwing sand, jumping off equipment or roughhousing permitted.
3. All members are required to rinse and off before re-entering the pool area using the water containers provided.
4. Children play at their own risk in this area—the lifeguards do NOT supervise it.
Children’s Birthday Parties
1. Parties at the Summer Hill Club are reserved for children’s birthday parties or similar celebrations only. (sports team or scouting parties) We are not a facility set up to handle other family or business celebrations.
2. All parties must be registered. As stated in the guest policy, a member family is limited to 2 families per day as guests of the member unless the party is registered.
- There is a $50.00 reservation/rental fee payable to the Summer Hill Club at the time of registration. This fee must be received 7 days before the party. The fee and application for the party can be turned into the Pool Administrator (Maureen Kelly). A copy of the application can be found on our website www.summerhillpool.com. It is required even if the party guests are members of the Summer Hill Club.
- Ten (10) guests may be invited and are included as part of the rental fee. Additional guest may be added at $5.00 per person up to a total of 15 party guests.
- One helping adult may be included per minor invited with each party at no additional charge.
- Only one party is permitted at a time. Registration is accepted on a first-come first-serve basis. Registration must include the names of each invited party guest.
- The registered party guests must sign-in with the gate guard upon arrival.
- Parties may be held only during pool hours. The start time no earlier than 30 minutes after pool opens and finished at least 30 minutes prior to closing. Parties will be scheduled 30 minutes apart for birthday family to clean up and straighten up the deck area.
- All parties must be held on the upper deck.
- Members are responsible for set-up and clean up after the party.
Swim Lessons
- Swimming lessons are encouraged for all children 3 years and older. Our lessons will help in developing a comfort level for each individual child. Skill development is enhanced when a child is comfortable with and understands the feel of the water. Lessons will be offered for beginners to competitive swimmers.
2. All lessons will be private or semi private and will last 30 minutes. All lessons will be arranged through the
instructor. Specific instructor information will be available on our website in the pool staff section.
3. There will be information and sign up sheets with the instructor beginning May 23. The fees are $15 per class
for Private Lessons payable to the instructor. Semi private lesson fees should be arranged with the instructor.
4. Swim lessons will not be held if there is lightening, down pour, or extreme wind or cold.
